Who Australia Is For (And Who It’s Not)

Australia works if you are: Under 45 (age cap is strict — no exceptions). You have a bachelor’s degree (or trade qualification) in an occupation on Australia’s skilled list. You have 3+ years of relevant post-qualification work experience. You can score 65+ points (realistically aim for 85+). You have Competent English (IELTS 6.0 in all bands) minimum, ideally Proficient (IELTS 7.0) or Superior (IELTS 8.0) for extra points. You can fund AUD $7,000-15,000 in total application costs.

Australia does NOT work if you: Are 45 or older (you score 0 points for age and won’t qualify). Your occupation isn’t on the MLTSSL, STSOL, or ROL. Your English is below Competent level. You have CRS-equivalent points below 75. You haven’t done a Skills Assessment from the relevant authority. You expect a fast process — even straightforward cases take 12-18 months end to end.

⚠️ The Age Wall

Age is the most unforgiving factor. Maximum points (30) are awarded between ages 25-32. At 33, you lose 5 points instantly. At 40-44, you score only 15 points. At 45 you score 0 and are typically ineligible regardless of other strengths. If you’re approaching 33 or 40, lodge your EOI before your birthday. Skills assessment can take 6-8 weeks; plan backward from your birthday.

Subclass 189, 190 & 491: Which One Fits

Australia’s General Skilled Migration program offers three points-based pathways. They share the same minimum threshold and points test but differ in sponsorship, location restrictions, and permanence.

Subclass 189 — Skilled Independent
Permanent residence from day one. No sponsorship needed. Live anywhere in Australia. The “purest” form of skilled migration — your skills, your points, your visa. But competition is brutal: most successful applicants in 2026 score 85-100+ points.
Status: Permanent (PR) Score needed: 85+ Occupation list: MLTSSL only
Subclass 190 — Skilled Nominated
Permanent residence with state/territory nomination. Adds 5 bonus points. Must commit to living in the nominating state for ~2 years. Each state has its own occupation list and priority sectors. Less competitive than 189.

Subclass 491 — Skilled Work Regional (Provisional)
5-year provisional visa requiring you to live and work in regional Australia. Adds a massive 15 bonus points. After 3 years of regional living + meeting income thresholds, transition to permanent residence via subclass 191. “Regional” includes Adelaide, Perth, Hobart, Canberra, Gold Coast — not just remote areas.
Status: Provisional (5 yr) → PR via 191 Bonus: +15 points Score needed: 65+ feasible
💡 The 491 Math Hack

A candidate with 70 base points cannot realistically get a 189 invitation (cutoff 85+). But with 491’s 15-point bonus, that becomes 85 — instantly competitive. And “regional” doesn’t mean farmland: Adelaide, Perth, Hobart, Canberra, Geelong, Gold Coast, Newcastle, Wollongong all qualify. You can live in a real city, get PR in 3 years, and end up with the same outcome as a 189 holder. Most experienced agents recommend lodging both 189 and 491 EOIs simultaneously.

How Points Are Awarded

You need 65 points minimum to submit an Expression of Interest (EOI). Points are calculated as of the date of invitation, not application. Maximum total is around 130+ points across all categories.

The Mandatory First Step

Before you can submit an EOI, you must get a positive skills assessment from the relevant assessing authority for your nominated occupation. Without this, your visa application will be refused — no exceptions.

What’s Assessed

The assessing authority looks at two things:

  • 1. Qualifications: Your degree compared against the Australian Qualifications Framework (AQF). Most authorities consider a Nigerian 4-year bachelor’s degree equivalent to an Australian bachelor’s degree.
  • 2. Employment experience: Whether your work experience is “highly relevant” to your nominated occupation under the ANZSCO classification. Reference letters must be on company letterhead, list specific duties matching ANZSCO, and confirm employment dates and hours.
⚠️ The ACS “RPL Pathway” Trap

If your degree is in a different field from your job (e.g., business degree but working as a software developer), ACS may deduct 2-4 years from your experience before counting it. A 5-year developer with a non-ICT degree might only get 1-3 years of “skilled” experience. This dramatically affects your work experience points. Plan accordingly — taking an Australian Master’s in IT can solve this.

How to Apply: Step-by-Step

Step 1: Verify your occupation is on a skilled list. Check the MLTSSL (for 189), STSOL (also for 190), and ROL (also for 491). Search by ANZSCO code. Find your assessing authority.

Step 2: Take English test. IELTS Academic, PTE Academic, TOEFL iBT, OET, or CAE. Book 4-8 weeks ahead. Aim for IELTS 7.0+ (Proficient) for points. Results valid 3 years for migration.

Step 3: Apply for Skills Assessment. Gather documents: degree certificate, transcripts, detailed employment references on letterhead matching ANZSCO duties, payslips/tax statements as proof of employment. Lodge with relevant authority. Cost: AUD $500-$1,500. Wait 6-12 weeks.

Step 4: Calculate your points. Use the official points calculator on immi.homeaffairs.gov.au. Honest scoring — false claims lead to bans.

Step 5: Submit Expression of Interest (EOI) via SkillSelect. Free. Online. Lists your occupation, claimed points, visa preferences (189, 190, 491). EOIs are valid for 2 years. Update if your circumstances change (work experience grows, you take a higher IELTS).

Step 6: Apply for state nomination (for 190/491). Each state has its own portal, occupation list, and criteria. Many require commitment statements, work history evidence, and proof of intent to settle. Wait 2-12 weeks for decision.

Step 7: Receive Invitation to Apply (ITA). 189 invitations: monthly draws based on points and occupation. 190/491: state issues invitation after nomination. You have 60 days to lodge the full visa application.

Step 8: Lodge visa application. Pay AUD $4,640 visa application charge (primary applicant). Upload all documents: passport, skills assessment, English test, work references, health and character checks, partner details. Includes biometric and medical exam.

Step 9: Health and character checks. Police clearance from every country you’ve lived in 12+ months in the past 10 years. Health exam from approved panel physician (~AUD $400-600 for adults). Nigerian applicants: police certificate from Nigerian Police Force takes 2-4 weeks.

Policy Changes & 2026 Trends

Migration cap 185,000 (2025-2026 program): Permanent migration capped at 185,000 places across all streams. Skilled stream gets ~70% of allocation. Competition intensified, especially for 189.

Genuine Position Testing (1 July 2025): Employer-sponsored visas (482, 186, 494) now require employers to prove they tried to hire Australian workers first. Adds complexity but doesn’t affect points-tested visas (189, 190, 491).

491 allocations reduced (2026): Regional 491 visa places reduced to 7,500 nationally in 2026 program year. Down from previous years. Competition increasing — high points are still your best strategy.

Two-year EOI validity: Expressions of Interest now valid for 2 years. Allows time to improve your profile (more work experience, higher English score) and re-claim invitation rounds.

English test changes (7 August 2025): Updated point thresholds for English tests effective Aug 2025. Pearson PTE Academic: 50/65/79 for Competent/Proficient/Superior. CELPIP also added.

From Visa to Australian Citizenship

The 189 and 190 visas grant immediate permanent residence. The 491 visa is provisional — you transition to PR via the subclass 191 visa after meeting regional requirements.

Subclass 491 → 191 Pathway

491 to 191 Requirements

  • Hold a 491 visa for at least 3 years before applying for 191
  • Live, work, or study in a designated regional area during the qualifying period
  • Earn at least AUD $53,900 per year (income threshold) for 3 of those years
  • Provide tax returns and payslips as proof
  • Continue to meet character and health requirements

191 fee: AUD $545 (very low compared to 189). Processing: 4-9 months. Once granted, you have full PR with no regional restrictions.

Australian Citizenship

After 4 years of lawful residence (including 1+ year as PR), you can apply for Australian citizenship. Requirements:

  • • 4 years lawful residence in Australia (including at least 12 months as PR)
  • • No more than 12 months absence in 4 years, no more than 90 days in past 12 months
  • • Pass Australian citizenship test (multiple choice, English)
  • • Be of good character
  • • Pledge of commitment ceremony
